Your Opportunity
Operating from within Trade and Investment Queensland, you will be involved in promoting and supporting Queensland's international education and training industry in China through the promotion and facilitation of education opportunities and the provision of assistance in education business activities.

Our Department
The Department of Employment, Economic Development and Innovation (DEEDI) brings together core functions focused on employment, innovation, industry development, primary industries and fisheries, trade and investment, biosecurity, minerals, petroleum and gas, energy, tourism, rural and regional development, fair trading, liquor licensing, gaming and racing.

DEEDI is responsible for driving and delivering a strong economy for all Queenslanders, the Department will drive job creation, create an investment climate that supports sustainable economic and industry development across Queensland and develop and implement trade initiatives and opportunities for Queensland business.

DEEDI will also manage and support the sustainable development of the state's productive industries and effective and efficient regulation in areas of departmental responsibility to ensure continued business and consumer confidence.

Trade and Investment Queensland works to support trade and economic development in Queensland that will secure growth and employment. Trade and Investment Queensland is the Queensland Government's lead agency in relation to supporting Queensland's international trade and export efforts as well as its international relationships.

The Queensland Government's global network of Trade and Investment Queensland offices identify business opportunities in overseas markets and encourage investment in Queensland. They help maintain and develop relationships with other governments and businesses around the world and coordinate activities to promote Queensland exports, enhance trade and attract investment and intellectual capital to Queensland.

Key Duties and Accountabilities

  • Work with and support Queensland businesses to achieve trade and investment outcomes in Shanghai and China.
  • Provide market intelligence to Queensland international education sectors particularly to inform Queensland Education and Training International (QETI) and institutions on a monthly basis on shifts in Government policy, skills shortages and other commercial opportunities and develop and implement action plans and strategies for the education sectors.
  • Establish and maintain effective high level relationships and networks with Chinese central and provincial government, the education authorities in particular, and with the education industry and institutions, agents, employers and Chinese media.
  • Organize and support generic promotions for QETI, Queensland universities, VET providers, ELICOS providers, and schools.
  • Identify and recommend business and marketing and public relations opportunities or initiatives to QETI and Queensland international education sectors and assist in business/contract negotiation.
  • Provide strategic advice and on-ground support to Queensland's existing and future offshore education projects in China, including professional development, Joint-Venture programs and offshore programs.
  • Liaise with Queensland Government departments, overseas government agencies, trade and investment offices and industry organisations to assist Queensland international education and training organisations.
  • Provide advice as required on significant developments in the economic and business environment that impacts on the Queensland Government and Queensland international education and training business interests.
  • Initiate and co-ordinate business seminars or events that promote Queensland products / services and firms and showcase major Queensland successes.
  • Assist senior representatives from Queensland institutions for outbound and inbound projects and visits, including recommendations of key contacts to include in visit programs.
  • Credential checking of potential Chinese education representatives / agencies.
  • Identification of prospective institutions for partnership: joint venture, articulation arrangements, professional training programs.
  • Recommendation and creation of visits and meetings with relevant Chinese government authorities, educational institutes and agencies.
  • Facilitation in business negotiations and coordination as major on-ground contact.
  • Report quarterly to QETI and the China Trade and Investment Commissioner on:
    - Activities/Projects
    - Budget
    - Strategic initiatives

Key Capabilities

To determine your suitability for the role, you will be assessed on the following key capabilities that link to the "key duties and accountabilities" for this role:

  • Sound knowledge of the Queensland international education and training industry, economic, trade, investment and business environment and issues driving business decisions, particularly as they relate to Queensland exporters.
  • Demonstrate high level knowledge of the Shanghai, and China business environment.
  • Demonstrated abilities in business development, marketing and promotion, including project management, and an understanding of international Government to Government trade relations.
  • Demonstrated high level project management skills, particularly relating to International projects.
  • Highly developed interpersonal and communication skills, including an ability to represent the Trade and Investment Queensland Shanghai Office and develop networks with a variety of clients and allies.
  • Strong ability in teamwork

Mandatory Requirement/Special Conditions
